Child Fatalities Study Project
Safe Passage for Children of Minnesota completed a 15-month long study of child fatalities from child maltreatment in Minnesota from 2014 to present with a $50,000 grant to hire an Archbishop Ireland Fellow, who is a recent graduate of the St. Thomas School of Law. The project commenced in November 2021 and was published in March of 2023. Safe Passage worked with a sister nonprofit to promote legislation that would end the practice of diverting payments from benefit programs that are intended for foster children to reimburse counties the costs of foster care. The payment sources include Social Security Survivors' Benefits and SSI, as well as benefits from smaller programs such as Railroad Retirement and Black Lung Disease. The legislation was passed in the Minnesota House and Senate but failed to be implement because it had a fiscal cost and the budget bill was not passed. Safe Passage supported the legislative agendas for closely related nonprofits to improve resources to children and families.
