Program 1 [2020]
Physical Development:Targeted physical development is an important element of the Greater Cleveland Partnership's (GCP) strategy. The GCP works with its real estate development affiliate, Cleveland Development Advisors (CDA), and its external partners to leverage and connect existing assets and create new catalytic projects that stimulate further economic development. Our goals include leveraging Cleveland's major economic development assets to create an inclusive city with a competitive housing market downtown and in city neighborhoods that will attract economically diverse individuals and families. Additionally, the GCP through the Greater Cleveland Civic Connection brings key civic and public agencies together to align and advocate for infrastructure development that catalyzes broader economic development. The Civic Connection includes the City of Cleveland, Cuyahoga County, Greater Cleveland Regional Transit Authority the Port of Cleveland and the Northeast Ohio Regional Sewer District along with other key partners. By facilitating constant dialogue between the public partners and our region's business community, Greater Cleveland Civic Connection has established a foundation for a significant, efficient coordinated focus upon Northeast Ohio's future.Lastly, the GCP continues to work collaboratively with the City of Cleveland, ODOT, and numerous other public and private partners to support robust and inclusive economic development along the Opportunity Corridor. The Opportunity Corridor, a $270 million transportation and economic development project, is rapidly nearing completion on the east side of Cleveland. This 3.6-mile boulevard with signalized intersections, pedestrian and bike infrastructure, and full utilities, is designed to serve as a catalyst for job creation and community investment by providing the foundation for the redevelopment of over a hundred acres of underutilized land and creating enhanced connections to numerous major employers. The roadway project is in its final and most complex phase that involves the major reconfiguration of E. 55th and the eastern terminus of I-490, the construction of three vehicular bridges, two pedestrian bridges, and one railroad bridge, sidewalks, a bike path, and the final two miles of new roadway. Business Growth & Development:The GCP Business Growth & Development program continues to deliver on our mission to be recognized as the Greater Cleveland business community's premier advisory services team providing trusted, superior service to every business of every size and in every industry. To say that 2020 brought challenges is clearly an understatement. No one could have anticipated the impact Greater Cleveland's business community and constituents would face during the COVID-19 Pandemic. When the GCP INGEAR business platform launched in February 2020, it did so in direct response to its members. The leadership called for it to create a dedicated comprehensive business information portal as a priority deliverable of the Forward CLE strategic plan. It had no idea the important role and impact the platform would play when the COVID-19 pandemic hit Northeast Ohio. Less than 30 days after launch, immediately following Governor DeWine's mandated shut down, INGEAR quickly pivoted to become a primary COVID-19 resource portal. Over the course of the next 12 weeks, the site registered over 18,000 users spanning 37 states and several countries. Some of the specific accomplishments include:- Created the COVID-19 resource page providing businesses and individuals with real-time updates regarding access to local, state and federal resources and assistance- In partnership with essential businesses, established INGEAR Employers Now Hiring page prioritizing businesses' needs and providing displaced individuals direct connections to essential businesses with thousands of job openings. - Issued the COVID-19 Businesses Impact Survey within 48 hours of Governor DeWine's shutdown orders.- Created the INGEAR B2B platform with over 80 businesses listed to drive procurement and contracting opportunities. The continued offerings of the GCP INGEAR platform enable us to provide superior client services focused on accelerating access to resources, incentives, opportunities, economic development system partners and providers to drive company growth and success in Greater Cleveland.Our core values are based on the foundation that GCP INGEAR operates on the side of business. We know building trusted relationships is the key to our success and will continue to do so by:- Business Outreach and Engagement Services: We focus on building long-term sustainable relationships with the businesses that call Greater Cleveland home. GCP's business retention, expansion, and attraction (BREA) outreach efforts are focused on learning firsthand about business needs and how to best deliver results for success. We serve as a point of contact to the broader economic development system and Greater Cleveland business community.- Project Management: Count on GCP to serve as your company's engaged, trusted advisor for all retention, expansion and attraction opportunities and activities. The GCP team serves as your centralized point of contact for activities and engagements with our public and private partners.- Access to Resources: GCP provides our businesses with the expertise and advice needed to access the myriad of business resources, both monetary and non-monetary, that will help them grow and thrive in Greater Cleveland and the region. Our team identifies private and public resources that are best suited to support each unique need from real estate and site location, machinery and equipment financing, industry research and development, workforce and talent, energy solutions, technology, and more. We will exhaust every viable solution to help achieve your goals.Business Outreach & Engagement ActivitiesThe program team and our partners conducted 1,145 business outreach and engagement calls in 2020. Over 58% of the calls were conducted with companies that currently are, or have previously been, members of GCP. This included over 500 calls (43%) with companies identified as small businesses, reinforcing GCP's 2020 commitment to serve all businesses of every size and in every industry. Advocacy:Although much of 2020 was upended by the pandemic, there were still notable organizational and member -driven advocacy successes due in large part to the leadership of the business community. The Advocacy team disseminated daily federal, state, and local COVID-19 updates, from March through the summer of 2020, which became a significant clearinghouse that members and stakeholders relied upon to access government resources, find support, and make sound decisions during troubling times.At the state level, the Advocacy team was a vocal proponent for small business members in calling on the state of Ohio to use CARES Act funds to aid and uplift enterprises impacted by the crisis. Additional team successes were also realized, including progress related to preserving the small business income tax deduction, securing civil liability protection, passing intrastate crowdfunding legislation, and more. In addition, key GCP business leaders were integral in state policy decisions, serving on taskforces that shaped COVID-19 safety guidelines.At the federal level, COVID-19 relief addressed critical issues for which the GCP Advocacy team had lobbied. A yearend relief bill clarified tax issues for small businesses, expanded PPP expenses that are eligible for forgiveness, and funded a new round of PPP loans for businesses with the greatest need.
