Rails to Trails Economic Development Project
Rails to Trails Economic Development Project: The objective is to build a non-motorized use, recreational trail on the active powerline corridor connecting the communities of Neillsville, Granton, and Chili Wisconsin. The powerline corridor used to be a railroad bed. We purchased 0.46 acres for the Neillsville Trailhead and 6.42 acres for the first section of the Trail. An engineering firm developed the Design Plan for the Trailhead and Park. Construction has begun at the Trailhead and Park with grading and brush removal services donated at a value of $15,000. Cement has been poured for the bathroom floor and walkways. The Playstructure has been purchased but not yet installed. The Picnic Shelter has been built. This is an economic development project to promote recreation, tourism, and community and business growth. We estimate this project will have far reaching benefits to all of Clark County. City Beautification: $50 was donated to the City of Neillsville Beautification Committee for Hanging Flower Baskets placed on light poles throughout the city. This aligns with our goals and purpose of stimulating and strengthening the community and tourist trade. Rails to Trails Economic Development Project: The objective is to build a non-motorized use, recreational trail on an active powerline corridor which was once a railroad bed. In prior years, we purchased 0.46 acres for the Neillsville Trailhead and Park, and 6.42 acres for the Trail. Construction of the Trailhead and Opelt Park was completed in 2024. It includes a play structure with accessible elements, adult fitness stations, a picnic shelter, an accessible bathroom, a glide swing for wheelchairs, and water access for kayaks and canoes. In 2025, construction of the packed gravel recreation trail was completed along with the construction of a Trail Rest Area along the creek with a picnic table and bench. Opelt Park and the Recreation Trail see multigenerational usage on a regular basis, attracting both families and individuals. The new Trail Rest Area attracts employees from the nearby Courthouse for their lunch breaks. Four community events were held at the Trailhead and Trail during 2025. This is an economic development project to promote recreation, tourism, and community and business growth. We estimate this project will have far reaching benefits to all of Clark County with a population of 34,659 as of 2020.
