THE APPLICANTS SHALL BE BACCALAUREATE DEGREE CANDIDATES MAJORING IN AGRICULTURE AT THE SPONSORING LAND-GRANT UNIVERSITIES IN THE PARTICIPATING STATES (DELAWARE, MARYLAND, NEW JERSEY, PENNSYLVANIA, AND WEST VIRGINIA).
