THE PURPOSE OF TEH GRANT MUST PREFERABLY SERVE A SUBSTANTIAL CONSTITUE EACH GRANT MUST BE USED TO RENDER SERVICES PRIMARILY FOR MEDICAL CARE, OF PERSONS AGE 18 OR YOUNGER FOR DIRECT CLIENT SERVICES.
