Community Building Preservation Project
THE ACQUISITION, RENOVATION, MAINTENANCE AND PRESERVATION OF THE BUILDING FURTHER THE HEPPNER COMMUNITY FOUNDATION'S (HCF) CHARITABLE PURPOSES BY LESSENING THE BURDENS OF GOVERNMENT, PRESERVING AND MAINTAINING A PUBLIC BUILDING, AND ENHANCING THE QUALITY OF LIFE IN THE GREATER HEPPNER COMMUNITY TO COMBAT COMMUNITY DETERIORATION. THE BUILDING SERVES AS A COMMUNITY GATHERING SPACE FOR PUBLIC AND PRIVATE EVENTS SUCH AS MEETINGS, CELEBRATIONS, AND OTHER GATHERINGS. PROVIDING MEETING AND EVENT SPACE TO LOCAL GROUPS STRENGTHEN COMMUNITY AND SOCIAL TIES. THE RENOVATED BUILDING IS THE ONLY INDOOR SPACE WITHIN A 50-MILE RADIUS THAT CAN ACCOMMODATE GROUPS OF MORE THAN 250 PEOPLE, AS WELL AS ACCOMMODATE SMALLER GROUPS FOR CIVIC MEETINGS AND SPECIAL EVENTS. THE UPPER FLOOR OF THE BUILDING FEATURE DORMITORY-STYLE ACCOMMODATIONS FOR GROUPS. THIS IS THE ONLY LODGING AVAILABLE WITHIN 45 MILES FOR SCHOOL GROUPS AND AMATEUR SPORTS TEAMS VISITING THE HEPPNER AREA FOR SPECIAL EVENTS. THE AVAILABILITY OF THE LODGING SPACE IN THE BUILDING WILL LEAD TO MORE COMMUNITY ACTIVITIES IN THE FUTURE. FOR EXAMPLE, HEPPNER WILL BE ABLE TO HOST VISITING TEAMS FOR SPORTS TOURNAMENTS FOR LOCAL YOUTH. LOCAL NON-PROFIT AND FOR-PROFIT ORGANIZATIONS AND ANY MEMBERS OF THE PUBLIC CAN SCHEDULE PUBLIC AND PRIVATE MEETINGS AND EVENTS IN THE BUILDING. TO OFFSET THE COSTS OF PRESERVING AND MAINTAINING AND THE OPERATING COSTS OF THE HISTORIC BUILDING, HCF CHARGES A NOMINAL FEE TO GROUPS FOR THE USE OF THE BUILDING.DURING 2021 HCF COMPLETED THE RENOVATIONS TO THE HISTORIC GILLIAM AND BISBEE BUILDING. DUE TO COVID-19 RESTRICTIONS, HCF SHIFTED FOCUS FROM HOSTING IN-PERSON COMMUNITY GATHERINGS TO COMMUNITY OUTREACH ASSISTANCE. HCF WORKED WITH COMMUNITY SCHOOLS TO PROVIDE A WARM AND SAFE PLACE FOR DISTANCE LEARNING FOR STUDENTS AND COMMUNITY MEMBERS THAT DID NOT HAVE ACCESS TO OR LIVE IN AN AREA WITH BROADBAND INTERNET BY ALLOWING THEM TO USE THE BUILDING FACILITIES. HCF SERVED OVER 16 FAMILIES DURING THIS DIFFICULT TIME AT NO COST.LIVING IN A RURAL AREA CAN HAVE MANY OBSTACLES WHEN IT COMES TO ENGAGING IN SAFE AND HEALTHY PHYSICAL ACTIVITY. THESE COMMUNITY LEVEL BARRIERS CAN INCLUDE AFFORDABILITY, LOCATION/DISTANCE TO FACILITIES, COST, ETC. WE PRIORITIZE PROVIDING LOCAL AND ACCESSIBLE OPPORTUNITIES FOR HEPPNER'S CULTURAL ENRICHMENT AND CREATE COMMUNITY-BUILDING PROGRAMS AND SERVICES.IN PARTNERSHIP WITH THE HOWARD AND BETH BRYANT FOUNDATION, THE HCF WORKS TO PROVIDE ACCESS TO EFFECTIVE INVESTMENT OPPORTUNITIES AND COLLABORATIVE PARTNERSHIPS. WE ASSIST WITH ECONOMIC DEVELOPMENT ACTIVITIES BY PARTNERING WITH FEDERAL, STATE, AND LOCAL BUSINESSES AND ORGANIZATIONS TO ADVANCE THE OPPORTUNITIES OF ALL HEPPNER RESIDENTS. WE STRIVE TO BE A HUB OF INNOVATION FOR OUR MOST CREATIVE AND ENTREPRENEURIAL THINKERS TO CONNECT AND CONTRIBUTE TO THE ECONOMIC DEVELOPMENT OF SOUTH MORROW COUNTY. WE ARE A GUIDING AND MENTORING FORCE FOR INDIVIDUALS AND FAMILIES LOOKING TO CULTIVATE AND SUSTAIN THE HEPPNER THEY WANT TO LIVE IN.IN 2024 HCF FOCUSED ON THE FOLLOWING PROGRAM ACCOMPLISHMENTS: * INNOVATION HUB: IN THE FALL OF 2024, HCF BEGAN THE MANAGEMENT OF THE WILLOW STREET INNOVATION HUB. THE HUB PROVIDES OFFICE SPACE TO 6 NON-PROFIT ENTITIES, A SHARED OFFICE SPACE FOR PUBLIC USE, A CONFERENCE ROOM, ART STUDIO, LARGE EVENT SPACE, AND COMMERCIAL KITCHEN. SINCE IT'S OPENING, THE HUB HAS HOSTED OVER 20 EVENTS AND INDUSTRY MEETINGS, AND HAS SUPPORTED OVER 10 LOCAL ENTREPRENEURS WITH ONE-ON-ONE BUSINESS SERVICES AND COMMERCIAL KITCHEN USE.* BUSINESS OREGON ROI COMMUNITY - SMALL BUSINESS DEVELOPMENT PROGRAM: HCF BECAME A RURAL OPPORTUNITY INITIATIVE (ROI) COMMUNITY, AND WAS AWARDED $80,000* IN GRANT FUNDS FROM BUSINESS OREGON. IN PARTNERSHIP WITH HEPPNER CHAMBER OF COMMERCE, THESE FUNDS HAVE BROUGHT SUPPORT AND RESOURCES SPECIFIC TO RURAL ENTREPRENEURS AND SMALL BUSINESS OWNERS. THE FIRST HALF ($40,000) OF THE FUNDING WAS DISPERSED IN 2024. ROI FUNDS HAVE CONTRIBUTED TO THE BUSINESS STARTUP, EXPANSION AND TECHNICAL SUPPORT OF OVER 35 ENTREPRENEURS IN SOUTH MORROW COUNTY. HCF RECEIVED $40,000 IN 2024 - THAT BALANCE WILL BE PAID IN 2025.* SOUTH MORROW ARTS CENTER: HCF HAS PARTNERED WITH LOCAL ENTREPRENEUR, EDUCATOR AND ARTIST, ANDREA NELSON, TO SPEARHEAD ARTS AND CULTURE PROGRAMS AT THE NEW SOUTH MORROW ARTS CENTER (SMAC) AT THE INNOVATION HUB. WITH THIS PARTNERSHIP, ANDREA WILL MANAGE THE ARTS CENTER AND PROGRAMMING TO SUPPORT ARTISTS OF ALL AGES AND ABILITIES. ANDREA PARTNERS WITH THE MORROW COUNTY SCHOOL DISTRICT TO SUPPORT YOUTH ENTREPRENEURSHIP AND ARTISTS, AND WITH LOCAL NON-PROFIT SENIORS MATTER TO SUPPORT THE ARTS FOR OLDER ADULTS.* "DOC'S HOUSE" - DR. TIBBLES FAMILY AND MORROW COUNTY HEALTH DISTRICT PARTNERSHIP: LANCE AND LARRY TIBBLES THE SONS OF DR. TIBBLES DONATED THE FAMILY HOME TO HCF. THE INTENT WAS FOR THE HOME TO BE RENTED TO THE HEALTH DISTRICT FOR EMPLOYEE HOUSING. THE HOUSE WAS VACANT FOR NEARLY 30 YEARS WITH MINIMAL MAINTENANCE SO IT REQUIRED UPDATES AND REPAIRS. HCF RECEIVED SOME GRANT FUNDING AND OTHER CONTRIBUTIONS TO COMPLETE THIS. THE HOUSE PROJECT WAS COMPLETED IN MAY AND HAS BEEN RENTED TO THE MORROW COUNTY HEALTH DISTRICT SINCE COMPLETION.
