CSR ALSO HOSTS COUNCIL MEMBERS, INCLUDING PRACTITIONERS AND SCHOLARS PURSUING INDIVIDUAL RESEARCH AND POLICY PROGRAMS THAT EXPLORE SYSTEMIC RISKS TO SECURITY AND THE INTERSECTIONS BETWEEN THEM. CSR CONTENDS THAT THOUGH SOCIETIES ARE FACING UNPRECEDENTED RISKS, THEY ALSO POSSESS UNPRECEDENTED FORESIGHT, AND THIS DYNAMIC CREATES A "RESPONSIBILITY TO PREPARE".
