TO ALLEVIATE THE CAUSES AND CONDITIONS OF POVERTY IN WASCO, HOOD RIVER AND SHERMAN COUNTIES.THE PURPOSE OF MCCAC SHALL BE THE PROMOTION OF SELF SUFFICIENCY IN FAMILIES AND INDIVIDUALS WITHIN THE LOW INCOME ECONOMIC RANGE RESIDING IN THE THREE COUNTY AREA.
