CFO
Launched in 2009, Career Family Opportunity (CFO) is EMPath’s groundbreaking five-year Mobility Mentoring program that partners with low-income families to develop their individualized pathways to economic mobility. AMP Up is operated by EMPath with support from the Boston Housing Authority (BHA) and Cambridge Housing Authority (CHA). EMPath is partnering with researchers at Harvard University and the Massachusetts Institute of Technology (MIT) to better understand the impact of Mobility Mentoring®. The AMP Up Boston study enrolled 610 participants, who are all residents of BHA and CHA public or leased housing, between the ages of 18 and 55, and willing, able, and legally authorized to work in the U.S. Half of the 610 participants were randomly selected to participate in Mobility Mentoring. They meet with their mentor regularly to set goals and get support, and they can earn up to $700 a year for making progress on their goals. The other half of the participants are receiving regular services from their housing authority. Mobility Mentoring (MM) is a program and a professional practice that involves collaborating with participants to help them acquire the necessary resources, skills, and behaviors to achieve and maintain economic independence. Developed in 2013, this personalized approach is guided by the goals set by participants in partnership with their Mobility Mentoring Specialists. A central component of MM is our theory of change, known as the Bridge to Economic Mobility® (the Bridge). This theory views the journey from poverty to self-sufficiency as crossing a bridge supported by five pillars: education & training, employment & career management, financial management, family stability, and well-being. It is essential to address all of these pillars as they are interconnected. Focusing solely on one is unlikely to lead to sustained economic mobility. Through our experience, we have seen that by working on all aspects of the Bridge, participants are better positioned to achieve lasting economic independence.
