Grants and scholarships are given for all purposes not inconsistent with the Certificate of Incorporation of the Foundation and only to tax exempt organizations recognized by the Internal Revenue Service. Grants for scholarships are made to tax exempt institutions and the tax exempt institutions exclusively determine the person or persons to whom the grants for scholarships are distributed.
