THE STATE REQUIRES THAT 90% OF THE FUNDS BE DISTRIBUTED TO THESE FAMILIES, WHICH IS ALWAYS COMPLIED WITH, BUT USUALLY AT LEAST 99% OF THE DONATIONS HAVE BEEN DISTRIBUTED TO STUDENTS ATTENDING STATE ACCREDITED NON-PUBLIC SCHOOLS.
