At Ocean’s Harbor House, we believe every young person deserves more than survival—they deserve the chance to thrive. We live in unprecedented times. Consider this: • 1 in 4 youth aging out of foster care will experience homelessness within four years. • 40% of those evicted and living on the streets are children and teens between the ages of 8 and 18. • Homelessness among young people ages 16 to 21 increases by 30% each year. • In Ocean County, the 2024 Point in Time count revealed 554 homeless individuals, 35 between the ages of 18 and 22. • 4 in 10 were completely unsheltered. • Black and Latino youth are 83% and 33% more likely, respectively, to experience homelessness than their white peers. These aren’t just numbers. These are lives—teens and young adults from our neighborhoods who are slipping through the cracks. Ocean’s Harbor House exists to catch them. For nearly 40 years, Ocean’s Harbor House has provided safety, shelter, and stability to young people in crisis. Our Emergency Youth Shelter saved more than 6,000 lives, offering immediate refuge and compassionate care from 1988 to 2023. Today, our SHORE House—a 12-bed transitional living program founded in 2004—continues this vital mission. Over a two-year stay, we offer young people not only a safe place to live, but also the tools to heal, learn, grow, and become self-sufficient through education and job readiness. We help restore their sense of hope, identity, and future. We are unique. We are the only long-term, supportive housing program for youth in Ocean County—and the only one of its kind within a 70-mile radius. We’re not a national organization with large-scale funding. We are rooted in the local community we serve. These are our residents, your neighbors, our future. Without the SHORE House, 28 young people would have been left without hope, home, resources or restoration in 2024. Their lives and their futures would have been just another statistic. At Ocean’s Harbor House, we believe housing is not a privilege—it is a human right. It is healthcare. It is stability. It is the foundation of mental, emotional, and economic well-being. When we provide a young person’s basic needs for stability, shelter and support, we open the door to a sustainable and meaningful life. We cannot do it without you. Homeless teens and youth ages 16 -- 21 reside in the 12-bed Supervised Transitional Living Program House in Toms River, NJ, and are the participants in and beneficiaries of the program. Safety is a basic need, foundational for all other progress in a young person's life. The SHORE House provides youth with a stable, safe, clean, healthy living environment. In addition to the physical safety and independent spaces afforded by our facility, we provide a place of emotional safety for teens and young adults who cannot live safely with a parent, legal guardian, or relative, or in a foster home situation, and have no safe alternative living arrangement. We do this regardless of race, ethnicity, nationality, religion/spirituality, gender identity/expression, sexual orientation, socioeconomic status, physical or cognitive ability, language, beliefs, values, behavior patterns, or customs. It is a 24/7/365 operation. The primary goal of the SHORE House is the end of homelessness and successful transition to adulthood through self-sufficient and sustainable living and learning skills, promoting economic independence and emotional stability to prevent long-term dependency on social services. We use evidence-based/trauma-informed curricula that explore areas such as peer relationship building, permanent relationship building to caring adults, work/study habits, healthy daily living, planning and goal setting skills, accessing community resources, budgeting skills, and computer literacy. We provide educational support and access. Upon acceptance to the transitional living program, we reach out to sending school districts to ensure transportation if young people are local. Ensuring that educational provisions are in place paves the way for youth to obtain post-secondary education. On discharge, continuing education is part of the aftercare plan. “Pathways to Independence: Empowering Youth Beyond the Walls” Program Overview Ocean’s Harbor House (OHH) recognizes that many young adults in our community face housing instability, yet do not require or qualify for residential placement. The Day Services Program bridges that gap — offering structured, trauma-informed support to youth ages 16+ who are at risk of homelessness or disconnection from care. This program extends OHH’s proven Supervised Transitional Living framework into a non-residential, community-based model focused on stability, skills, and self-sufficiency. Purpose & Impact The Day Services Program provides consistent access to case planning, life-skills education, and emotional wellness support for youth who are not residents but still need guidance to transition toward independence. Through individualized goal setting, hands-on learning, and trusted adult relationships, participants strengthen their ability to maintain housing, employment, and personal well-being.
