State and local government requests are also considered. Grants are made for general operations, specific projects and capital campaigns. As a general rule, the Foundation will not serve as the major or sole funder of a project. Multi-year commitments are normally confined to capital campaigns and are generally restricted to a period of three years or less. The Foundation does not commit to annual support. A specific written request is required each year. Grants are not made to individuals; to endowment funds; to church building or operating funds; or to the building or operating funds of elementary schools or public high schools.
