(B) PROMOTING AND FURTHERING THE PROVISION OF HEALTH AND MEDICAL CARE SERVICES TO INDIVIDUALS WITH LIMITED OR NO FINANCIAL ABILITY TO PAY FOR SUCH SERVICES. (C) PROMOTING HEALTH EDUCATION.
