HEA'S ADULT EDUCATION PROGRAM SERVES APPROXIMATELY 300 ADULT LEARNERS ANNUALLY IN LITERACY, HIGH SCHOOL EQUIVALENCY (HSE), ENGLISH LANGUAGE LEARNING, AND REMEDIATION PROGRAMS. USING AN ON-LINE, DISTANCE LEARNING INSTRUCTIONAL TOOL PAIRED WITH REGULAR SUPPORT, A 15-HOUR ORIENTATION AND TARGETED FACE-TO-FACE INSTRUCTION, HSE COACHES SUPPORT STUDENTS IN REACHING THE GOAL OF ATTAINING A HIGH SCHOOL DIPLOMA. IN ADDITION, 50 TRAINED VOLUNTEER TUTOR/MENTORS ARE AVAILABLE FOR ONE-ON-ONE TUTORING SUPPORT FOR STRUGGLING ADULT LEARNERS THROUGH THE ELKHART LITERACY PROJECT. HEA ADULT EDUCATION IS SUPPORTED BY A GRANT THROUGH THE INDIANA DEPARTMENT OF WORKFORCE DEVELOPMENT (IDWD) AND AN ENDOWMENT MANAGED BY THE COMMUNITY FOUNDATION OF ELKHART COUNTY. AS A STATE-FUNDED ADULT EDUCATION PROGRAM, HEA MEETS THE PERFORMANCE REQUIREMENTS OF THE STATE AND IS PART OF THE INDIANA REGION 2 ADULT EDUCATION CONSORTIUM. THIS ENSURES HIGH QUALITY PROGRAMMING FOR ADULT LEARNERS. HEA HAS RECEIVED STRONG SUPPORT FROM THE COMMUNITY FOUNDATION OF ELKHART COUNTY TO LAUNCH INNOVATIVE POPULATION-LEVEL AND FOCUSED EDUCATIONAL INITIATIVES IN COLLABORATION WITH MULTIPLE COMMUNITY BASED ORGANIZATIONS AND THE SEVEN ELKHART COUNTY PUBLIC SCHOOL SYSTEMS. HEA SUPPORTS CROSS-SECTOR NETWORKS OF COMMUNITY STAKEHOLDERS IN IDENTIFYING SHARED NEEDS, DESIGNING INNOVATIVE SOLUTIONS, AND IMPLEMENTING AND EVALUATING PILOT PROJECTS FOCUSED ON PROVIDING EVERY ELKHART COUNTY CHILD WITH A STRONG FOUNDATION FOR LEARNING AND ENSURING EVERY STUDENT AND ADULT HAS THE OPPORTUNITY TO PURSUE A MEANINGFUL COLLEGE AND CAREER PATHWAY. HEA CONTINUES TO EXPAND AND DEEPEN THE IMPLEMENTATION OF EVIDENCE-BASED PROGRAMS AND ALSO WORKS WITH COMMUNITY PARTNERS IN DESIGNING AND MEASURING THE IMPACT OF NEW, INNOVATIVE INITIATIVES THAT RESPOND DIRECTLY TO COMMUNITY NEEDS.HEA IS SUPPORTING EARLY EDUCATION PROVIDERS, SCHOOLS AND COMMUNITY AGENCIES IN WORKING TOGETHER TO ENHANCE THE QUALITY OF OPPORTUNITIES AVAILABLE TO SUPPORT STRONG SOCIAL-EMOTIONAL AND BEHAVIORAL HEALTH IN CHILDREN AND TO ENSURE CHILDREN DEVELOP STRONG FOUNDATIONAL SKILLS THAT ARE NEEDED FOR FUTURE LIFE SUCCESS. HEA HAS WORKED WITH PRESCHOOL PROVIDERS AND SCHOOL DISTRICTS TO IMPLEMENT TOOLS OF THE MIND PRESCHOOLS AND KINDERGARTENS. TOOLS OF THE MIND IS A HIGH-QUALITY, EVIDENCE-BASED CURRICULUM FOR PRESCHOOL AND KINDERGARTEN BASED ON THE DEVELOPMENTAL THEORY OF LEV VYGOTSKY. TOOLS OF THE MIND CLASSROOMS FOCUS ON CREATING AN ENVIRONMENT WHERE CHILDREN DEVELOP STRONGER EXECUTIVE FUNCTION AND SELF-REGULATION SKILLS THROUGH RICH OPPORTUNITIES FOR MAKE-BELIEVE PLAY, INDIVIDUALIZED INSTRUCTION, AND A FOCUS ON THE DEVELOPMENT OF THE WHOLE CHILD. HEA IS ALSO SUPPORTING PRESCHOOL AND CHILDCARE CENTERS IN ACCESSING PROFESSIONAL DEVELOPMENT RESOURCES THAT HELP TO BUILD SELF-REGULATION SKILLS. ALL YOUNG CHILDREN NEED THE OPPORTUNITY TO DEVELOP SELF-REGULATION AND EXECUTIVE FUNCTION SKILLS IN THEIR EARLIEST SCHOOL EXPERIENCES, AS THESE SKILLS HAVE A SIGNIFICANT INFLUENCE ON THEIR PREPAREDNESS FOR SCHOOL AND SUCCESS IN LIFE. THROUGH PROFESSIONAL DEVELOPMENT OPPORTUNITIES, EARLY CHILDHOOD PROFESSIONALS IN ELKHART COUNTY ARE DEVELOPING GREATER CAPACITY TO EMPLOY CONSISTENT STRATEGIES WITHIN THEIR CLASSROOMS TO HELP YOUNG CHILDREN DEVELOP THESE IMPORTANT SKILLS. THE PAX GOOD BEHAVIOR GAME (PAX GBG) IS THE MOST EVIDENCE-BASED PREVENTION AND PROTECTION STRATEGY THAT AN INDIVIDUAL CLASSROOM TEACHER CAN USE TO IMPROVE THE LIFETIME OUTCOMES OF EACH CHILD IN HIS OR HER CLASSROOM. PAX GBG IS A SIMPLE TOOL USED DURING CLASSROOM INSTRUCTION IN THE ELEMENTARY SCHOOL GRADES TO TEACH CHILDREN TO HAVE VOLUNTARY CONTROL OVER THEIR ATTENTION AND INCREASE THEIR ABILITY TO SELF-REGULATE. HEA HAS WORKED WITH ALL SEVEN SCHOOL DISTRICTS TO TRAIN TEACHERS AND SUPPORT THE IMPLEMENTATION OF PAX IN THE EARLY ELEMENTARY GRADES. HEA IS COORDINATING THE TRIPLE P POSITIVE PARENTING PROGRAM, WHICH IS BEING IMPLEMENTED IN PARTNERSHIP WITH SOCIAL SERVICE AGENCIES, SCHOOLS, LIBRARIES, HOSPITALS AND HEALTH CENTERS, EARLY CHILDHOOD CENTERS AND OTHER COMMUNITY ORGANIZATIONS. TRIPLE P IS THE MOST EVIDENCE-BASED PARENTING PROGRAM IN THE WORLD. TRIPLE P IS THE ONLY PARENTING SUPPORT SYSTEM DESIGNED TO SERVE ALL PARENTS THROUGH OFFERING PARENTING SUPPORT AT DIFFERENT LEVELS OF INTENSITY AT SETTINGS THROUGHOUT THE COMMUNITY. TRIPLE P ENCOURAGES PARENTS TO CHOOSE STRATEGIES THAT WORK FOR THEM AND HELPS PARENTS APPLY THE SKILLS THEY LEARN TO MULTIPLE PARENTING STRUGGLES, SO THAT THEY BECOME SELF-SUFFICIENT, CONFIDENT PARENTS. TWO SCHOOLS IN ELKHART COUNTY ARE IMPLEMENTING EL SISTEMA-INSPIRED MUSIC PROGRAMS AND EL SISTEMA HAS NOW EXPANDED INTO AFTERSCHOOL PROGRAMS AS WELL. THE EL SISTEMA MOVEMENT HAS EMERGED AS A GLOBAL MOVEMENT THAT PROMOTES THE ENGAGEMENT OF CHILDREN AND YOUTH IN COMMUNITY AND SCHOOL-BASED MUSIC-MAKING EXPERIENCES. EL SISTEMA IS NOT A REPLICABLE PROGRAM OR CURRICULUM, RATHER IT HAS BEEN DESCRIBED AS A PHILOSOPHY, AN INQUIRY, A SET OF INSPIRING IDEALS, AND A MOVEMENT TO "USE ENSEMBLE MUSIC TO ENABLE EVERY CHILD TO EXPERIENCE BEING AN ASSET WITHIN HER OR HIS COMMUNITY." EL SISTEMA-INSPIRED PROGRAMS ENGAGE CHILDREN IN ACTIVE MUSIC-MAKING AS PART OF A CHOIR OR ORCHESTRA. ELKHART COUNTY'S NEW PATHWAYS SYSTEM IS BEING IMPLEMENTED TOGETHER BY THE EDUCATION AND INDUSTRY SECTORS, INCLUDING MIDDLE SCHOOLS, HIGH SCHOOLS, POST-SECONDARY INSTITUTIONS AND BUSINESSES ACROSS DIVERSE INDUSTRY SECTORS. THE PATHWAYS INITIATIVES FOCUS ON THE LONG-TERM GOAL OF DEVELOPING A TALENT PIPELINE IN OUR COMMUNITY THAT IS ALIGNED WITH CURRENT AND FUTURE WORKFORCE NEEDS. THE INITIATIVES BEGIN IN MIDDLE SCHOOL AND CONTINUE THROUGH ADULT PATHWAYS PROGRAMS. IN MIDDLE SCHOOL, REACHING HIGHER IS A PROGRAM FOR 7TH AND 8TH GRADE STUDENTS AND THEIR PARENTS THAT PROVIDES INFORMATION AND SUPPORT ABOUT COLLEGE AND CAREER PATHWAYS. REACHING HIGHER IS INTENDED TO MOTIVATE MIDDLE SCHOOL STUDENTS FROM MINORITY, LOW-INCOME AND FIRST GENERATION POPULATIONS TO UNDERSTAND HOW TO BE ON-TRACK TO PURSUE A POST-SECONDARY DEGREE OR CERTIFICATE DURING AND/OR FOLLOWING HIGH SCHOOL. IT ALSO FOCUSES ON HELPING STUDENTS, ALONG WITH THEIR PARENTS, TO BEGIN CONSIDERING HOW TO PAY FOR HIGHER EDUCATION, AND TO CREATE AWARENESS OF THE OPPORTUNITIES, SUCH AS 21ST CENTURY SCHOLARS, DUAL CREDIT AND EARLY COLLEGE HIGH SCHOOL, THAT CAN HELP MAKE POST-SECONDARY EDUCATION MORE ATTAINABLE AND AFFORDABLE. MANUFACTURING DAY IS ANOTHER INITIATIVE FOCUSED ON MIDDLE SCHOOL STUDENTS. MANUFACTURING DAY IS A NATIONAL EVENT THAT AIMS TO TEACH YOUTH ABOUT MODERN MANUFACTURING CAREERS THROUGH PROVIDING INDUSTRY TOURS FOR MIDDLE SCHOOL STUDENTS IN LOCAL MANUFACTURING COMPANIES. MANUFACTURING DAY IS AN OPPORTUNITY FOR STUDENTS TO GAIN EXPERIENCE AND KNOWLEDGE ABOUT CAREERS IN MANUFACTURING AND TO BEGIN TO BUILD CONNECTIONS WITH THE COMPANIES IN THEIR OWN COMMUNITY. ELKHART COUNTY EDUCATORS HAVE EXPANDED THE MANUFACTURING DAY SITE VISITS INTO A SEVEN-LESSON CURRICULUM, SUPPORTING STUDENTS IN MAKING CONNECTIONS BETWEEN THEIR DESIRED FUTURE CAREER PATHWAYS AND THEIR EDUCATION. ALL 8TH GRADERS IN ELKHART COUNTY PARTICIPATE IN MANUFACTURING DAY. EDUCATORS FROM ACROSS K-12 ARE PARTICIPATING IN INDUSTRY-INFUSED PROJECT-BASED LEARNING (PBL), AN INNOVATIVE AND UNIQUE EDUCATIONAL MODEL THAT ENGAGES STUDENTS IN INVESTIGATING AND SOLVING COMPLEX, REAL-WORLD CHALLENGES. OUR LOCALLY-DEVELOPED PBL MODEL CENTERS AROUND AUTHENTIC CHALLENGES FROM BUSINESSES AND INDUSTRY IN OUR COMMUNITY. PBL ENGAGES TEACHERS, EMPLOYEES, AND STUDENTS IN A COLLABORATIVE LEARNING PROCESS THAT RESULTS IN REFINED PROBLEM-SOLVING SKILLS, IMPROVED PRODUCTIVITY, AND A CLEARER UNDERSTANDING OF CAREER PATHWAYS. THE INDUSTRY-INFUSED PBL MODEL WAS DEVELOPED THROUGH THE BUSINESS-EDUCATION ROUNDTABLES. IN THE HIGH SCHOOL SPACE, EARLY COLLEGE HIGH SCHOOLS OFFER SMALL LEARNING COMMUNITIES THAT COMBINE RIGOROUS ACADEMIC AND CAREER-ORIENTED EDUCATION, EXTENSIVE AND INDIVIDUALIZED SUPPORT, AND THE INCENTIVE OF EARNING POST-SECONDARY CREDENTIALS AT NO COST TO THE STUDENT. IN ADDITION, HEA IS POSITIONED AS A LEADER IN THE DEVELOPMENT OF STUDENT APPRENTICESHIP PROGRAMS. APPRENTICESHIPS HAVE THE POTENTIAL TO TRANSFORM THE HIGH SCHOOL EXPERIENCE, AS STUDENTS WORK ON-SITE WITH EMPLOYERS AT THE SAME TIME AS THEY EARN HIGH SCHOOL AND POSTSECONDARY CREDIT. HEA IS ALSO SUPPORTING A CONSORTIUM OF BUSINESSES IN DESIGNING AND IMPLEMENTING APPRENTICESHIPS FOR INCUMBENT WORKERS IN THE MANUFACTURING SECTOR. HEA SUPPORTED THE LAUNCH OF THE ADVANCED MANUFACTURING SECTOR PARTNERSHIP, AN INDUSTRY AND EDUCATION PARTNERSHIP WORKING TO CREATE AN ALIGNED AND COORDINATED TALENT DEVELOPMENT SYSTEM FOR MANUFACTURING THAT PROVIDES THE NECESSARY INFRASTRUCTURE TO ANTICIPATE AND MEET TALENT DEVELOPMENT NEEDS IN A SUSTAINED AND EFFECTIVE WAY. THIS PARTNERSHIP IS SUPPORTING THE IMPLEMENTATION OF THE STUDENT AND ADULT APPRENTICESHIP PROGRAMS.SINCE COLLECTIVE ACTION AND POPULATION LEVEL PROGRAMMING ARE NECESSARY STRATEGIES TO ACHIEVE HEA'S VISION THAT "ELKHART COUNTY IS A WORLD CLASS PLACE TO LEARN, LIVE, WORK AND PLAY," HEA'S IMPACT COMMITTEE CONTINUES TO PROVIDE SUSTAINED LEADERSHIP IN THE DEVELOPMENT AND MONITORING OF METRICS THAT MEASURE OUR PROGRESS TOWARD THIS VISION. HEA HAS PARTNERED WITH THE COLUMBUS INDIANA-BASED CIVICLAB TO DEEPEN OUR KNOWLEDGE OF STAKEHOLDER ENGAGEMENT AND NETWORK-BUILDING. WHILE COLLABORATIVE EVIDENCE-BASED PROGRAMMING CAN CREATE A SIGNIFICANT IMPACT IN A COMMUNITY, IT WILL TAKE EVERYONE WORKING TOGETHER TO BRING ABOUT THE TRANSFORMATIVE CHANGE THAT HEA AND ELKHART COUNTY ARE SEEKING. THE ADULT PATHWAYS SYSTEM IS A PARTNERSHIP BETWEEN EMPLOYERS, COMMUNITY PARTNERS, AND TRAINING PROVIDERS TO DELIVER SERVICES THROUGH THE DEPARTMENT OF WORKFORCE DEVELOPMENT (DWD) FUNDING THAT SUPPORTS OUR ADULT BASIC EDUCATION (ABE) PROGRAMS, OUR INTEGRATED EDUCATION AND TRAINING PROGRAMS (IET) AND OUR WORKFORCE EDUCATION INITIATIVES (WEI). THE IET AND WEI FUNDING SUPPORTS HEA IN REACHING MULTIPLE POPULATIONS WITH CERTIFICATION PROGRAMS. THE IET FUNDING SUPPORTS HEA'S PARTNERSHIP WITH WORKFORCE EDUCATION CONSULTANTS AND THE ELKHART COUNTY JAIL TO DELIVER THE CERTIFIED LOGISTICS ASSOCIATE (CLA) CERTIFICATION TO INCARCERATED ADULTS. IT ALSO SUPPORTS THE BILINGUAL CERTIFICATION PROGRAM FOR THE CERTIFIED PRODUCTION TECHNICIAN (CPT). HEA CONTINUES TO SERVE ADULTS IN THE HIGH SCHOOL EQUIVALENCY (HSE) PROGRAM, ENGLISH LANGUAGE LEARNING (ELL) PROGRAM AND LITERACY PROGRAM AS WELL, WITH A FOCUS ON TRANSITIONING ADULTS FROM THESE PROGRAMS INTO CERTIFICATION PROGRAMS.
