Adult Congregate Living (ACL) Program
The ACL Program utilizes a modified boarding home model to serve adults with disabilities who have experienced chronic homelessness. HABcore operates two licensed Class C boarding homes: The Coffey Residence in Red Bank and the Laurel House in Asbury Park, providing meals, medication monitoring, and 24/7 staff supervision. Together, these homes serve 51 residents. The IP Program provides permanent supportive housing in independent apartment settings for approximately 500 individuals across 200 households, including 150 families and 100 children, throughout Monmouth, Ocean, and Somerset counties. This HUD-supported program emphasizes housing stability and family resilience. HABcore supplements federal rental subsidies with private funding to deliver essential supportive services such as counseling, parenting education, youth behavioral planning, supported employment, and connections to healthcare and recovery services. In 2024, HABcore expanded its reach by adding emergency shelter operations to its continuum of care. In Ocean County, HABcore secured a competitive contract to develop two of the county’s first-ever homeless shelters. In Monmouth County, HABcore assumed management of the county’s shelter in collaboration with the Affordable Housing Alliance.
