The purpose of the Foundation shall be to substantially benefit the people of the Altavista/Lynch Station, Virginia, area and those institutions and persons therein located, and such institutions that may not be located therrein, but are deemed by the Directors of the Foundation to substantially benefit the people of the Altavista/Lynch Station, Virginia, area.
