SEEKING TO EMPOWER PERSONS WITH DEVELOPMENTAL DISABILITIES AND THEIR FAMILIES TO HAVE QUALITY LIVES THROUGH INSTRUCTION, SUPPORT AND OPPORTUNITY, ARCO PROCLAIMS THE TENANTS THAT ALL PERSONS ARE OF EQUAL VALUE, ALL PERSONS HAVE THE SAME BASIC NEEDS AND ALL PERSONS LEARN IN UNIQUELY DIFFERENT WAYS.
