SEE SCHEDULE OEMERGENCY SERVICES - EMERGENCY SERVICES PROGRAMS ARE OFTEN THE FIRST CONTACT A PERSON HAS WITH THE CONTINUUM OF SERVICES OFFERED BY PRIMAVERA. THERE ARE FIVE EMERGENCY SERVICES PROGRAMS, INCLUDING: 1) HOMELESSNESS INTERVENTION AND PREVENTION (HIP) AND RAPID RE-HOUSING, INCLUDING A VARIETY OF PROGRAMS AND SERVICES; 2) EMERGENCY MEN'S SHELTER; 3) FAMILY PATHWAYS FOR FAMILIES IN NEED OF SHELTER SERVICES; 4) PROJECT ACTION FOR VETERANS, SERVING VETERANS AND THEIR FAMILIES WITH EVICTION PREVENTION, RAPID RE-HOUSING AND SUPPORTIVE SERVICES; AND, 5) CASA PALOMA DROP-IN HOSPITALITY CENTER, SHELTER, AND TRANSITIONAL HOUSING FOR UNACCOMPANIED WOMEN EXPERIENCING HOMELESSNESS. IN FY 2020-2021, THE EMERGENCY SERVICES PROGRAMS SERVED: 1,494 INDIVIDUALS WITH HYGIENE KITS, MAIL AND MESSAGE SERVICE, IDS, AND OTHER HEALTH AND SAFETY NEEDS THROUGH TWO DROP-IN CENTERS; 684 INDIVIDUALS WITH HOUSING ASSESSMENTS TO ASSIST THEM WITH SECURING SHELTER/EMERGENCY HOUSING FROM PRIMAVERA AND THE COMMUNITY; 571 MEN, WOMEN, AND FAMILIES WITH EMERGENCY SHELTER; 324 HOUSEHOLDS WITH EVICTION PREVENTION; 618 HOUSEHOLDS WITH UTILITY ASSISTANCE/EMERGENCY RENT. 1,038 INIDIVIDUALS SECURED SAFE, AFFORDABLE RENTAL HOUSING THROUGH RAPID RE-HOUSING SERVICES. SEE SCHEDULE OPROPERTY AND ASSET MANAGEMENT - PRIMAVERA OWNS SEVENTEEN PROPERTIES WHICH INCLUDE THREE OFFICE BUILDINGS, A TRAINING CENTER, A COMMUNITY CENTER, TWO SHELTERS WITH 108 BEDS AND 9 UNITS, AND TWELVE MULTIFAMILY RENTAL PROPERTIES WITH 150 UNITS. VALUED AT A LITTLE OVER $10.8 MILLION. ALL BUT THREE PROPERTIES ARE 100% OWNED WITHOUT ANY DEBT SERVICE. ASSET MANAGEMENT IS RESPONSIBLE FOR THE MANAGEMENT AND MAINTENANCE OF ALL RENTAL, OFFICE, AND COMMUNITY CENTER PROPERTIES. PRIMAVERA'S GOALS FOR DEVELOPING AND MANAGING HOUSING AND COMMUNITY CENTER PROPERTIES IS TO ENSURE THAT PEOPLE HAVE FAIR ACCESS TO SAFE, AFFORDABLE HOUSING AS WELL AS THE SUPPORT NECESSARY TO ACHIEVE THEIR GOALS OF SELF-SUFFICIENCY AND ENGAGEMENT IN THE COMMUNITY. THE MAJORITY OF RESIDENTS LIVING IN PRIMAVERA'S RENTAL HOUSING COMMUNITIES FALL INTO THE 50%-80% OF THE AREA MEDIAN INCOME BRACKET. DURING 2020-2021, PRIMAVERA PROVIDED SAFE, ACCESSIBLE, AFFORDABLE RENTAL HOUSING AND RESIDENT SERVICES TO 253 INDIVIDUALS. THE AVERAGE OCCUPANCY RATE WAS 96%; THE AVERAGE COLLECTION RATE WAS 98%. OVERALL, THE PORTFOLIO ACHIEVED REVENUE AND EXPENSE GOALS AND OUTPERFORMED THE PREVIOUS YEAR'S NET OPERATING INCOME (NOI). THE TOTAL NOI WAS $185,625. PRIMAVERA CARRIED OUT PROPERTY IMPROVEMENTS INCLUDING GREEN, ENERGY EFFICIENT RENOVATIONS TOTALING $2,854,387 AT THE EMERGENCY MEN'S SHELTER, ALAMO APARTMENTS, AND THE NEW RESOURCE CENTER. THE RESOURCE CENTER WAS NEARLY COMPLETED AT THE END OF THE FISCAL YEAR. IT WILL PROVIDE MORE THAN DOUBLE THE SPACE (10,600 SQUARE FEET) OF THE PREVIOUS DISTRESSED BUILDING, WITH GREATER EFFICIENCY, RESPECT AND DIGNITY FOR PROGRAM PARTICIPANTS, STAFF, AND COMMUNITY PARTNERS. STAFF AND VOLUNTEERS FOR MULTIPLE PRIMAVERA EMERGENCY SERVICE PROGRAMS WILL BE LOCATED IN THE RESOURCE CENTER, AND ADDITIONAL OFFICES AND CONFERENCE ROOMS FOR COMMUNITY PARTNERS INCLUDING EL RIO HEALTH CLINIC, BEHAVIORAL HEALTH COMMUNITY AGENCIES, PIMA ANIMAL CARE CENTER, STEP UP 2 JUSTICE, WILL ALLOW FOR CO-LOCATED SERVICES FOR PROGRAM PARTICIPANTS AND THE NEIGHBORHOOD. SEE SCHEDULE OWORKFORCE DEVELOPMENT - PRIMAVERA WORKS, PRIMAVERA'S SOCIAL ENTERPRISE ALTERNATIVE STAFFING SERVICE AND WORKFORCE DEVELOPMENT CENTER PROVIDES TEMPORARY AND TEMP-TO-HIRE WORKERS FOR RESIDENTIAL, BUSINESS, AND PUBLIC SECTOR PARTNERS. PRIMAVERA WORKS OFFERS SKILLS ASSESSMENT, JOB READINESS AND JOB SKILL DEVELOPMENT, JOB COACHING, ABOVE MINIMUM WAGES, LUNCHES, TRANSPORTATION, WORKER SUPPLIES, FINANCIAL EMPOWERMENT, TEMPORARY EMPLOYMENT, AND OPPORTUNITIES TO OBTAIN PERMANENT EMPLOYMENT THROUGH PARTNERSHIPS WITH LOCAL EMPLOYERS. PRIMAVERA WORKS FOCUSES ON PEOPLE WITH BARRIERS TO EMPLOYMENT, SUCH AS PEOPLE EXPERIENCING HOMELESSNESS, FORMERLY INCARCERATED PEOPLE, AND VETERANS. DURING FISCAL YEAR 2020-2021, 112 INDIVIDUALS ENROLLED IN PRIMAVERA WORKS. THIS WAS A SIGNIFICANT DECREASE DUE TO THE PANDEMIC. JOB READINESS CLASSES PIVOTED TO ON-LINE WORKSHOPS AND TRAINING UNTIL IT IS SAFE TO OFFER IN-PERSON CLASSES. 25% OF PARTICIPANTS OBTAINED EMPLOYMENT, 82% INCREASED HOURLY WAGES, AND 91% MOVED INTO STABLE HOUSING. 27 WATER HARVESTING SYSTEMS WERE INSTALLED IN THE COMMUNITY WITH A COLLECTION CAPACITY OF 60,000 GALLONS OF WATER FROM RAINFALL. EIGHT WATER HARVESTING SYSTEMS WERE INSTALLED IN THE HOMES OF LOW INCOME RESIDENTS. 14 PRIMAVERA WORKS PARTICIPANTS RECEIVED ON THE JOB TRAINING IN WATER HARVESTING.
